Infrastructure-owned network business

Regulation, compliance and price controls across two network licences

The situation

An electricity and gas distribution business (IDNO and IGT) was carrying a dense obligation set across statutory licences and industry codes, with a price control process running in parallel.

The work

Led the regulatory, compliance and policy function; owned the price-control mechanisms and the relationship with Ofgem on RIIO proposals for both licences; built an obligations register mapping every licence and code duty to an owner, control and evidence; designed and commissioned a three-lines-of-defence model; led preparation for settlement reform.

What changed

Regulatory risk moved from a distributed assumption to a reported position, with formal assurance to the board. The compliance model was implemented, with responsibility for achieving and maintaining ISO 27001 and ISO 55001 compliance.

Demand-response & battery optimisation

Opening balancing markets to third-party aggregators

The situation

Aggregated demand-side flexibility could not participate directly in key balancing markets: the settlement arrangements had no route for a party that did not itself supply or generate.

The work

Led external engagement on policy, regulatory and market design with the regulator, system operator, government and network companies. Contributed — directly and through the trade association — to the Balancing and Settlement Code modification that created the Virtual Lead Party role, and managed the programme of market events and tenders.

What changed

A new route to market for third-party aggregators, and a business able to bid into markets it had previously been excluded from.

Leading non-domestic supplier · Market entry

Market entry and proposition design for an I&C supplier

The situation

A large non-domestic licensed supplier wanted to extend its offer into new markets to add value to existing customer relationships, without taking on regulatory exposure it had not priced.

The work

Acted as the centre of knowledge on current and forthcoming policy and regulatory developments; developed the customer and market proposition for entry; worked with account management and legal functions so commercial terms were comprehensive and reflected regulatory requirements.

What changed

A proposition built on a clear view of what the framework permits, with obligations reflected in the contract rather than discovered after signing.

National system operator · Regional planning

Governance design for regional energy strategic planning

The situation

A new regional planning programme needed external governance that could satisfy regulatory requirements and still work in practice across many local and regional bodies.

The work

Led the governance workstream: designed the external governance methodology, translated regulatory requirements into an implementable framework, owned sections of the formal consultation response, coordinated sign-off, and produced governance and escalation reporting for senior steering committees.

What changed

A governance framework that could be consulted on, signed off and then operated — rather than redrawn after the first cycle.

Battery storage developer · New entrant

Commercial and regulatory advice on entering the GB storage market

The situation

A new entrant developer was assessing the commercial, delivery and regulatory realities of building and operating battery storage in GB.

The work

Advised on routes to market, the regulatory obligations attached to each, and the delivery implications of the framework as it stood — including where it was still moving.

What changed

A route-to-market view grounded in the current code and licensing position rather than the market narrative.

GB energy regulator · Retail market reform

Policy development for future retail market arrangements

The situation

The regulator was exploring how the existing licensing framework could be used to foster greater innovation and participation in the retail market.

The work

Developed regulatory policy proposals, authored and refined internal policy documentation, represented the team at governance forums alongside senior management, and briefed the Chair to secure direction.

What changed

Policy options developed within the existing framework, with internal buy-in established at the most senior level.
